Preheat oven to 350 degrees F. Spray an 8x8 inch pan with cooking spray.
In a saucepan, melt 1/2 cup butter OR melt in a large microwave safe bowl in microwave. Remove from heat and stir in sugar, eggs and 1 tsp. vanilla with wooden spoon. Stir in 1/3 cup cocoa, 1/2 cup flour, salt and baking powder. Spread in bottom of baking dish.
Bake in preheated oven for 25-30 minutes. Do NOT overbake! (I usually pull out of the oven at 25 minutes because we like them really fudgy!)
For frosting: combine 3 Tbsp. softened butter, 3 Tbsp. cocoa powder, honey, 1 tsp. vanilla, powdered sugar and milk. Spread on brownies while still warm. Let set until cool and then cut into bars and serve. ENJOY!!
